A vertical stand for bumper plates is difficult as the rack ends up rather tall – so it needs a larger base. The other issue in a gym is that morons will load the heaviest plates on the top storage horns. This can be a tipping issue. Even more so if the plates are loaded uneven on one side.

That is why most weight plate racks have narrower spacing on the top horns, to stop people from doing this. The bumper rack, although it will store normal Olympic plates, is specifically designed for a full set of bumpers. But the big advantage is that it is maneuverable.
